Most of the government agencies publish open data as part of their strategic initiatives to bring transparency into their operations, policy making and decision. This will lead to building trust among the public.

Many agencies are realising that “Spray and Pray” approach of publishing more open dataset does not benefit the community. Agencies have to identify high values open dataset (link) and possibly its value streams (link). They have to take “Point & Focus” approach to better target the developer community and empower them to collate various datasets providing meaningful insights/information to the public.
The below figure illustrates the logical flow of what kind of activities the government agencies need to take in producing respective outputs. In the long run, these outcomes materialises into outcomes provided we monitor our activities & outputs to achieve our objectives.
Many hackathons such as GovHack are indispensable for growth of open data value realisation and thus agencies need to focus their effort on how community (developers, academia, start-ups & so on) are utilising open dataset for value creation.
